NGO 2.0 PLATFORM & AUTOMATION SOFTWARE
Overview
A project-output study on how artificial intelligence is reshaping the digital transformation of civil society organisations, covering entrepreneurship, enterprise-software integration, AI agents, and the ethical, responsible use of AI, with a practical road map for the NGO 2.0 platform.
Prepared as a project output of the NGO 2.0 Platform & Automation Software project (Erasmus+ KA210-YOU, No. 2022-3-TR01-KA210-YOU-000098175), this study by Gülşen Nişli on behalf of ANKA Association examines what artificial intelligence means for civil society organisations (CSOs) and how it can be adopted in a way that is both functional and trustworthy.
The publication is organised along five axes: the foundations and current landscape of AI; the relationship between AI and entrepreneurship; the integration of AI into enterprise software; the building of AI agents; and the efficient, ethical, and responsible use of AI. Each axis is translated into the CSO and youth-organisation context, drawing on current institutional sources including the Stanford HAI AI Index 2024, the McKinsey global AI survey (early 2024), the WEF Future of Jobs Report 2023, the UNESCO Recommendation on the Ethics of AI (2021), the OECD AI Principles (2019), and the EU Artificial Intelligence Act (Regulation (EU) 2024/1689).
Its central message is that, for CSOs, the value of AI lies not in acquiring tools but in redesigning workflows — and that a strong ethical and legal framework is an integral part of organisational trustworthiness, not an optional add-on. The study closes with a phased road map for the NGO 2.0 platform: automate high-volume, low-risk administrative tasks first, add decision-support features under human oversight, and move to limited-scope AI agents only once audit, logging, and stop mechanisms are in place.
Key Findings
- AI has crossed from experiment to infrastructure: organisational AI adoption reached 72% in early 2024, and regular use of generative AI nearly doubled to 65% within about ten months (McKinsey, 2024).
- For CSOs, AI's real value comes from redesigning workflows — not simply from acquiring new tools.
- A strong ethical and legal framework (data protection, transparency, fairness, human oversight) is integral to a CSO's trustworthiness, not an optional add-on.
- The EU AI Act (Regulation (EU) 2024/1689) sets a binding, risk-based framework, with phased obligations through 2026 and penalties up to €35M or 7% of global annual turnover.
- A phased adoption road map fits CSOs best: high-volume, low-risk administrative automation first, then human-overseen decision support, and only later limited-scope AI agents with audit and stop mechanisms.
- Priority AI use cases for CSOs include grant and fund discovery, donor and volunteer relations, multilingual content drafting, and impact measurement.
